Alert RCB is a system for notifying people about threats via SMS. It is used only in emergency situations, when there is a high probability of a direct threat to life or health in a significant area.
The RCB alert is created on the basis of information about potential threats received from ministries, services, e.g. the police, fire brigade, border guard, offices and central institutions, e.g. the Institute of Meteorology and Water Management, the Police or Provincial Crisis Management Centers.
The Government Security Center monitors the situation 24 hours a day, 7 days a week for various types of threats and, if necessary, issues an Alert.

1. How to sign up for Alert RCB?
There is no need to sign up for Alert RCB. Individuals who are in an area with a potential crisis threatening life will receive a short text message (SMS) on their mobile phones with information about the type of threat, location, and the source of the warning. It doesn’t matter which mobile operator you have a contract with. The amendment to the Telecommunications Law and some other laws from June 11, 2018, imposes an obligation on all operators to immediately send a message to all users in an area specified by the RCB director. Alerts will be issued only in exceptional situations that could realistically threaten human life and health.
2. How often will I receive RCB Alerts?
Text messages (SMS) are sent only in extraordinary situations where life and health are directly threatened. Depending on the circumstances that arise.
3. Is Alert RCB part of the RSO (Regional Warning System) application?
Alert RCB is not part of the RSO application. No application or program needs to be installed to receive it.
4. Are my data well protected in connection with Alert RCB?
Alert RCB does not compromise the security of your data. SMS messages are sent by mobile network operators with whom you have contracts. The Government Security Center does not collect or process your data in any other way. The role of the RCB is only to send information about the threat to mobile network operators.
5. Who has access to the data contained in Alert RCB?
Alert RCB does not collect any personal data or process it in any other way. The RCB monitors situations for various threats based on information from different institutions (ministries, services, offices, and central institutions such as IMGW and voivodeship offices) and prepares safety messages with warnings.
6. Does receiving #AlertRCB mean that my number is in a special database?
No. SMS messages are sent by mobile network operators. The Government Security Center or any administrative body involved in creating Alert RCB does not collect or process your data. The public administration’s task, including the RCB, is only to inform individuals in danger of an existing threat.
7. Can I opt out of the RCB alert?
Alert RCB is sent for safety only in extraordinary situations where life is directly threatened. It is received by people in the area of potential danger. The warning message is intended to help avoid danger or minimize its consequences. It is received by everyone, without exception, subscribers of mobile network operators.

11. Is Alert RCB not an element of surveillance? How does this relate to the principles of GDPR?
Sending SMS messages about a threat is an action in a state of necessity, in a situation that directly threatens the health or life of individuals in the area covered by the message. It is not possible to send a threat message without assigning it to a specific area. The operator does not provide the Government Security Center with databases, and the Center does not request such data – it does not create or process them in any other way. The RCB only sends messages for distribution to operators.
12.What threats does Alert RCB cover?
Alert RCB covers all events that directly threaten health and life. It is sent only in exceptional situations.
13. Why did I not receive a warning even though there was a storm in my city in the evening?
Alert RCB is activated only in the most serious situations. Not every atmospheric phenomenon poses a direct threat to life and health. Information about the level of threat comes from forecasts prepared by the Institute of Meteorology and Water Management.
14. How much does it cost to receive an SMS with a warning?
Text messages (SMS) warning of a life-threatening crisis situation are free, and no operator can charge additional fees for them.
15. Does Alert RCB only work during holidays and vacations or throughout the year?
Alert RCB is sent to mobile phone subscribers in endangered areas throughout the year. It can be expected at any time of day and night, regardless of the day of the week. Everything depends on the current situation related to a potential threat to life and health.
16. I don’t want my child to receive #AlertRCB. What should I do?
There is no way to prevent a child from receiving a text message with Alert RCB if they are in a threatened area. It is important to talk to the child about Alert RCB to prepare them for such situations.
If your child receives Alert RCB at school, they must follow the procedures in place at the institution.
17. How will #AlertRCB know it is in a threatened area?
Mobile network operators will send text messages (SMS) with #AlertRCB to areas specified by the RCB director. The decisive factor here is being within the coverage of the base station (BTS) located in the potentially threatened area.
18. How should my phone be set up to receive #AlertRCB?

AlertRCB includes any atmospheric phenomenon that poses a threat to life. Unfortunately, not all, especially local events, can be adequately predicted in advance. Often, a local gust of wind can knock down a damaged tree, which can pose a threat to life. It is important to observe the most important safety rules regardless of whether you receive #AlertRCB or not.
